PS1
Total Safety Commitment/Solutions vs. Command and Regulation
A logistical operations department responsible for storing and supplying more than 200 hazardous chemicals maintains a 24/7, all-weather operation using trucks and trains for transportation. Safety is the #1 issue for its 100-plus workforce, their families and the neighboring community. Traditionally, the department managers use strict rules and regulations: do's and dont's (with more dont's than do's), rewards, bonuses, fines, and lay-offs to try to ensure safety. Unfortunately, accidents happen and some are disastrous. Some workers and their families are in constant fear creating low morale and high turnover rates. As a pilot group, we are seeking to identify new SoLutions, explore the root causes of accidents, and try to find ways to minimize the hazards. The safety issue cannot be dealt with only by enforcing rules and regulations or by individuals alone. It is for all people concerned to enhance awareness and work together in an innovative learning community. Total safety commitment is recommended for preventing and minimizing disasters, natural or technical. The ultimate aim is to make our living and working environments safer and healthier through teamwork and knowledge-sharing. This session will introduce a safety/hazard case in which the presenter will facilitate group work using role play and cause-and-effect diagrams. Broader safety issues, including the recent tsunami tragedy, will also be discussed.
